Most government offices are set up to issue formal proclamations such as one for Pastoral Care Week. Usually it is a matter of making the request and forwarding to them the Suggested Statement for the Congressional Record: Gubernatorial and Mayoral Proclamations (as shown on this site), or your own version. They may edit it and then issue it in an official and attractive form, making it particular to your organization. An example from Pastoral Care Week 2000 is shown below.
